Throughout China's history there was cyclical relationship with its northern neighbours the people of the steppe. The relationship revolved around a policy of tribute and invasion, and for the steppe tribes, the acceptance of silk, wine etc to buy in the tribal leaders, or raiding designed to extract the tribute. Unable to hold and retain the Steppe because of the nature of nomadic warfare where whole tribes could pack up and move in an few hours, the Chinese adopted a policy of tribute, marrying their princess to the Steppe Tribal leaders in return for the promise of non raiding
